First you need to consider: Do I need shared (traditional or public cloud) or dedicated hosting. If shared is out, then you can consider a dedicated server, or a private cloud setup. Setting up a private cloud will be more expensive, but will give you greater uptime & reliability, IF done right. To decide what is best for you, depends on your needs and budget.
Lots of traffic, large amounts of data, the need for PCI or HIPPA compliance, need for admin/root privileges, etc are reasons to stay away from shared hosting.
A single dedicated server will give you much more resources and better security then shared hosting or public cloud, but it is a single server and therefore a single point of failure. Whereas a proper private cloud does not have a single point of failure.
